Raleigh mayoral candidate Charles Francis announced Friday that he will not seek a run-off election against Mary-Ann Baldwin, making her the mayor-elect.

Baldwin got 38 percent of the vote in Tuesday's general election.

"It's really apparent to me that our message resonated with the voters," Baldwin told ABC11 on election night. "I went around this city talking to lots of people about my experience on the city council. I talked to them about the issues that I felt passionate about and that I took action on."
