RALEIGH (WTVD) -- A Knightdale man has been charged with peeping and indecent exposure.

Police said 28-year-old Julius Brandon was caught peeping in both Raleigh and Knightdale.

Brandon is due in court Thursday on several charges including first degree burglary, carrying a concealed gun, and peeping from last December when Raleigh police say someone saw him exposing and touching himself outside their bedroom window around 2:30 a.m.

Police said he then opened the unlocked window and tried to come inside the victim's home, but ran away when they picked up the phone to call 911.

Brandon is also facing charges for a June 1 incident in his hometown of Knightdale.

Police said a woman at the Laurens Way Apartment Complex caught Brandon peeping in through her bedroom window at 7:30 a.m.

She then called 911 and told a dispatcher, "I thought I heard somebody at my window and I looked through and there was someone out there so I go outside and there's a man, um, standing there so I confronted him and he shows me."

As police were trying to track down the suspect in that case, Raleigh police say Brandon did it again, this time outside the apartment Irina Lashtur shares with her husband and three young children.

Lashtur told ABC11 that she was up at 2:45 a.m. Tuesday Skyping with her family in Eastern Europe when she says something caught her eye outside the sliding glass door that leads to their porch.

"I don't know how I started to look out the window and just saw the window and I saw a man standing in front of me," she said. "And he was just watching me and masturbating."

"I didn't want to move," she added. "I didn't want to die. I thought he would shoot or something."

Lashtur said she was relieved someone was arrested and charged only hours after her terrifying encounter.

"I want this guy to like, to not hurt anybody, to not hurt my kids or somebody else's kids," she said.

However, Lashtur said this makes the third incident where she and her husband have reported a lurker outside their apartment, and she no longer feels safe in her own home.

"I told my husband I just want to go somewhere from this apartment because I'm so scared. So he said we're leaving," she said.

Brandon is now facing charges in Raleigh and Knightdale for peeping and indecent exposure.

Raleigh police arrested him Tuesday afternoon. He posted a $10,000 bond to get out of jail that day.
