Cumberland County Public Information Officer Debbie Tanna says the incidents allegedly occurred between November 1, 2003 and January 31, 2004.
The victim told investigators that Archer touched her inappropriately when he was visiting at her home with family members. The victim, who is now 17-years old, says Archer was a friend of the family at the time of the encounter.
Archer is currently free on $5,000 unsecured bond. He will make his first court appearance on Wednesday at 2:30 p.m. in the Cumberland County Detention Center Courtroom.
