He is charged with the first degree murder of 27-year-old Christopher Clark and the attempted first-degree murder of 24-year-old Dominic Tearry.
Clark was shot in the parking lot of the Tallywood Shopping Center just after 2 a.m.
Authorities said their investigation revealed that the bullet that killed Clark was intended for Tearry.
Tearry received a minor flesh wound to his lower leg and is expected to be okay.
