The Wilmington Star-News reported the man is 23-year-old East Carolina University student Matthew Martin Pick. He was charged with indecent exposure.
The YouTube video shows Pick lying face down naked in the street.
The Star-News reported New Hanover County Sheriff Ed McMahon called using the Taser justified because Pick was ordered to stop and he did not.
