The subject is decribed as a white man with blonde, shoulder-length wavy hair and appears to be in his late teens or early 20s and has two piercings in his lower lip.
He was also described as a "clean cut surfer type" and is known to frequent the Main Library located at Ray Avenue and Hay Street, often riding a fairly new blue and silver looking bike.
Detectives say they would like to interview the man about a crime that happened in downtown. They say given the extroverted nature of man's interaction with the surveillance camera, it is believed he may easily be spotted downtown.
