Police say Shakeem Avent's vehicle crashed into a BMW then slammed into a brick wall at the corner of Sunset Avenue and Lee Street just before 8 p.m.
When officers responded, they discovered Avent had been shot. He died at the scene. The driver of the BMW was not hurt.
Police have not said what the motive was or if there are any suspects.
