The alleged incident happened January 2.
According to deputies, the dog's owner went to 33-year-old Ray Lynn Mitcham, Jr.'s mobile home on Rusty Road to speak with him.
"When she opened the door to his mobile home, she witnessed the crime in progress," said a Cumberland Co. Sheriff's Office spokesperson Debbie Tanna in a news release.
The animal, which is a mixed breed female, was taken to Cumberland County Animal Control to be checked by a veterinarian and kept at the facility until the investigation was completed.
Mitcham was booked at the Cumberland County Detention Center Monday morning.
He was later released under a $5,000 unsecured bond.
