The victim told authorities the text messages were sexual and Anspach encouraged her to send nude pictures of herself to him.
On February 18, 2009, the girl's father discovered the photos on her cell phone and filed a complaint with the Cumberland County Sheriff's Office.
Anspach is charged with two counts of disseminating obscene material to a minor. He is being held in the Cumberland County Detention Center under a $5,000 bond. His first court appearance is today.
