The Wayne County Sheriff's Office said the Department of Social Services alerted it to the theft. According to DSS, a woman who had been admitted to long-term care in 2008 was missing about $24,000 from her account. DSS officials told the sheriff's office the money was stolen.

After an investigation, deputies determined that 49-year-old Thomas Rice of Dudley, NC had written approximately 60 checks from the victim's account.

Investigators say Thomas wrote checks to register his vehicle with the DMV, to pay his power bills and to purchase a vehicle.

Deputies arrested Thomas Monday. He is charged with 28 counts of forgery of an instrument, uttering a forged instrument and obtaining property by false pretenses.

His is being held in the Wayne County Jail under a $100,000 bond.
