Eyewitnesses said Dickens told Johnson he owed him money. That's when he allegedly fired the shots.
When officers arrived at the scene, they found Johnson lying in the street with a bullet wound to the back of his head.
Officials said Johnson is in stable condition at Pitt Memorial Hospital.
Dickens was arrested Saturday and charged with one count of assault with a deadly weapon with intent to kill inflicting serious injury and one count of assault with a deadly weapon with intent to kill.
