Investigators charged 16-year-old Latrell Cyrell Latham.
Richard "Gus" Brown, 74, was shot in the back of the head last October while checking his mail outside of his northwest Raleigh apartment.
Brown was an active member of Liberty Baptist Church.
Latham is in the Wake County jail with no bond. He has his First Court Appearance set for this afternoon.
