Commissioners have approved an ordinance that bans panhandling in county right of ways. The ordinance takes effect July 1.
Panhandling will still be allowed in Durham city limits.
However, city leaders say they may reconsider that ordinance, which only requires solicitors to buy permits and wear vests.
