Jerrica Culbreth, 28, is charged with assault inflicting serious bodily injury.
Police say he targeted the victim because he believed she was involved in a case in which he had an interest.
The 41-year-old woman was taken to WakeMed where she is in stable condition.
Human services officials won't say what kind of case was involved. Culbreth makes his first court appearance today.
