Twenty-nine-year-old Michael Kee was indicted Monday.
Police say in 1999 he fired a shot that hit 16-year-old Candice Mitchell in the head.
She died last month of complications from the injury.
In 1999, Kee was convicted of assault with a deadly weapon and other charges related to the shooting. He has already served six years.
