It happened just after 5 p.m. Saturday on Claibornes Road in Mebane.
Che Skaggs, 16, and his younger brother, 14, were skateboarding in their driveway when, according to investigators, Scott Belling, 47, drove straight into Che. Che was low to the ground and videotaping his brother when he was hit.
Highway Patrol officials say Belling's blood alcohol level was .23 - more than twice the legal limit. Officials released the 911-call Belling made shortly after the accident.
"I came up here to get my hamburgers and what not and there's kids that do their skating and what not in the road and I think I may have hit one I'm not sure," Belling told the dispatcher. "I just kind of came in and I've got a flat right front tire. That tells me that something happened with that kid," he explained. Officials say Belling stopped a short distance down the road to place the call.
Scott Belling has been charged with felony hit and run, driving while impaired and death by motor vehicle.
He's being held on a $70,000 bond.
