On Monday, police charged Anthony McSwain with involuntary manslaughter in connection with a crash on Skibo Road in December. Harland Lewis and Clarice Black were killed.
Officers say McSwain crossed the median and hit the victim's car head on.
McSwain is also facing other charges.
