The shooting happened near the /*Durham County Library*/ in November following a robbery and carjacking in Raleigh. The teens had also attempted a robbery in Durham that same night.
Officer Brian Opitz shot 16-year-old Samuel Uscanga.
D.A. David Saacks ruled the shooting was justified because the suspect pointed a gun at the officer during a foot chase.
