The incident happened on Highway 701 in Four Oaks around 5 p.m. Wednesday./p>
Police say Jeffery Underwood and Jerry Messer got into an argument and Underwood backed his car over Messer. /p>
Messer was dragged 60 feet and is in critical condition./p>
Underwood turned himself in Wednesday night. He is charged with hit-and-run.
