Eighty percent of the money was earmarked for civic and cultural projects like Hayti and trails. Ten percent would have gone towards marketing Durham, 5 percent toward cleanup and 5 percent for workforce training.
Opponents of the tax argued the revenue would cost the people who are already burdened the most in the community.
