Tancredi is a soldier with the United States Army, assigned to D-Company, 2nd Battalion, 504 Parachute Infantry Regiment on Ft. Bragg.
Detectives say Brown was a homeless man who was found shot in the head just after midnight in a parking lot at 223 Eastern Boulevard.
Detectives have not given a motive for the alleged killing.
