Police say Locklear came to Rep. Mike McIntyre's office in Lumberton last month and demanded that workers contact him.
When he didn't get what he wanted, witnesses say he wouldn't leave and threatened to come back with a gun.
Locklear is scheduled to appear in court at the end of next month to answer charges of injury to personal property, resisting a public officer and communicating threats.
