When officers arrived, the suspect was still at the scene and taken into custody.
The suspect has been identified as 19-year-old Antonio Reed of Arrow Ridge Way.
Authorities say there is no indication at this time that Reed is the suspect in a series of peeping incidents that have occurred in the city.
Reed has been charged with secret peeping and misdemeanor possession of marijuana.
He is being held in the Cumberland County Detention Center under a $1,000 secure bond.
