Okinyi was with two other friends on inner tubes, when a wave knocked them into the water.
None of the friends could swim; however, a person on a surfboard was able to rescue Okinyi's two friends.
Younginer says a lifeguard was not able to reach Okinyi before he went under water.
His death is the first drowning of the year at Carolina Beach. There were none last year and two in 2009.
