Investigators say the juvenile drove the "Bait Car," away from where it was left along a rural road in Cumberland County late Tuesday afternoon. Monroe was a passenger in the car.
Monroe is charged with felony larceny of a motor vehicle, felony possession of a stolen vehicle, conspiracy to commit a felony, felony breaking and entering of a motor vehicle, misdemeanor larceny of stolen goods and misdemeanor possession of stolen goods.
