It happened in the 900 block of Holloway Street around 9 a.m. Monday.
Officers located a suspect, 22-year-old Wayne Antonio Morris, a short distance away in the 1000 block of North Alston Avenue.
Morris was arrested and charged with two counts of indecent exposure.
He was also charged with exposing himself to eight children in three prior cases in the same area since December. He was charged with eight counts of felony taking indecent liberties with a child in those cases.
Officers had previously passed out flyers in the neighborhood and performed undercover operations in an attempt to locate and identify the suspect.
