Bill filed to regulate dog breeders

RALEIGH, N.C.

Lawmakers hope the bill will protect not only animals, but also future pet owners.

The bill would provide a list of requirements for breeders. Under the legislation, the animals must have access to food and fresh water and cages large enough for them to stand up in and move around. There would also need to be mandatory assessments of the pets' health.

As it stands, there are no regulations for dog breeders.

There is opposition as some groups worry that the regulations could hurt the state's agriculture industry.
