Cary police have arrested a man they say used a cell phone camera to look up a teenager's skirt.

Officers arrested 31-year-old Kevin Blackmon, of Cary, and charged him with secret peeping.

They say the incident happened Tuesday afternoon at the Lowes Foods store at Cary Parkway and High House Road.

The victim was a 14-year-old girl.
