Whiteville police were called to an incident on West Walter Street on Saturday.
According to the police report, the 15-year-old boy had to strip down to his underwear and his brother was told to strike him repeatedly and he wasn't allowed to fight back.
Police say there was a large abrasion on the 15 year old's back.
Gowans denies the allegations, and says she would never harm her children.
She faces a misdemeanor child abuse charge.
