Wilmington police conducted the traffic stop just after 1 a.m. and arrested 32-year-old Kevin Smith.
Smith has been employed with the Fayetteville Police Department since March 2008 and was assigned to the Patrol Operations Bureau. Officials said he will be placed on administrative leave pending the outcome of an investigation.
