KTRK-TV reports officers were called to the complex by a man who works as a contractor there. He said he was moving stuff around in the trash bin in order to make room for more construction debris when he heard a noise. At first, he thought it might be an animal, but after further searching, he says he found a baby boy closed up inside a trash bag.
The baby was conscious and breathing. EMS crews were called the scene. The baby was taken to a nearby medical center for assessment and treatment.
Authorities are now investigating to try to find the baby's mother.
