New landlord rules approved

RALEIGH

Starting next year, the city council will require all landlords to pay a fee. Thirty dollars for their first property and ten dollars for each additional rental unit.

Opponents say the new fee will amount to a tax on tenants.

The burden of rowdy tenants will also be placed on the landlords' shoulders.

If a tenant has a loud party that creates a nuisance, the tenant will pay a fine and the landlord will get a strike against him. Three strikes and landlords have to pay a large fee and take a class.

The new rules passed by a vote of 5 to 3.
