Nineteen-year-old Allen Master appeared before a magistrate Tuesday evening being arrested him at his home.
Agents say Master supplied Ross Chapman with alcohol the night he struck Steven Otto, who was riding a bicycle.
Chapman, who is also an N.C. State student, was arrested on suspicion of drunk driving. Police said his blood alcohol level was .12.
At last report, Otto was in fair condition at WakeMed.
