Troopers said their investigation showed 25-year-old Dexter Lillard, of Smithfield, was blinded by the sun and hit the girl as she walked down the street.

The girl was knocked into the grass, but was able to walk home where her parents called 911.

Troopers said they believe the girl's injuries were not life threatening.

No charges were filed.

The child's mother believes the speed limit is too high in the area where the incident happened.

If you live in Johnston County and have speed limit concerns, contact the Department of Transportation's Traffic Division at (252) 237-6164.
