Quets had sued for the right to see Holly and Tyle Needham, the Apex twins she gave birth to and later put up for adoption.
Last year she was sentenced to five years of probation for kidnapping the twins and taking them to Canada in December 2006.
Her attorney says the latest decision will be appealed.
