County outlaws tying a dog outside

The Durham County Commission has passed a ban that outlaws tying up a dog outside.Last night, commissioners passed the tethering ban law by a vote of four to one, Lewis Cheek, the lone no vote.

More than a dozen supporters and opponents attended the hearing.

The law goes into effect in 2010.

Violators will get a warning for the first six months, after that they'll be fined.
