The victim's parents told investigators she met 20-year-old Dominique Elliott Ross via computer.
Ross, of 115 Annie Place, Cameron, is charged with two counts second degree kidnapping, two counts statutory rape, two counts indecent liberties with a minor, two counts sexual battery, and two counts contributing to the delinquency of a minor.
Ross was placed in the Moore County Detention Center under a $250,000 secured bond. His first court appearance is scheduled for August 5 in Carthage.
