Authorities say Delmar died due to injuries he suffered during the shooting. His brother Deshawn Francis is recovering at the hospital.
Police arrested and charged David Lee Hopkins III, 25, of Bartow Drive in connection with the shooting. He is being charged with First Degree Murder, Attempted First Degree Murder, and Assault with Deadly Weapon Inflicting Serious Injury with Intent to Kill.
Hopkins is currently being held in the Cumberland County Detention Center under no bond.
There is no word yet on the condition of the other victim.
