Durham police said at least two people were doing the shooting - one inside the parking deck, and one in the parking lot outside the deck.
It appeared the wounded man was injured by flying glass from cars that were hit inside the deck.
Police said the two shootings were separate and unrelated, making it difficult to find out exactly what was happening.
Several people were detained, but no arrests were made.
